About Say Brunei

How the Portal e-Penyertaan works and what it is for.

What the portal is for

Say Brunei is a public consultation portal for Brunei Darussalam. Citizens and residents can read proposed policies, acts and regulations, and give their feedback directly to the government agency responsible for them.

The aim is to make the law-making process easier to follow and to give the public a clear way to take part before a proposal becomes law.

How a consultation works

Every consultation follows the same three stages, on dates set by the responsible agency:

  • Upcoming

The consultation has been published and the draft documents are available to read, but comments are not yet accepted.

  • Active

The consultation is open. Anyone with an account can leave a comment, reply to other people, or report a comment that breaks the rules.

  • Closed

The consultation period has ended. The discussion stays visible to read, but no new comments can be posted.

The status of a consultation is updated automatically on its start and end dates.

Moderation

Comments are published as soon as they are posted. There is no pre-approval queue, so the discussion stays open and immediate.

If a comment breaks the rules, any signed-in user can report it. Reported comments are reviewed by moderators at the responsible agency, who either keep the comment or hide it from the public. A hidden comment is replaced with a short notice so that any replies underneath still make sense.

Your privacy

When you comment on a consultation, the public sees only an anonymous handle. The handle is different for every consultation, so comments you make on two different proposals cannot be linked together.

Only staff at the responsible agency can see who wrote a comment. Government moderators use that information to handle reports and to reply officially, but it is never shown on the public page.
